The Second Joint Indo-American Team in 1960, led by Dr. N.S. Randhawa, specifically recommended the establishment of Farm Universities. They outlined the fundamental objectives, emphasizing Institutional Autonomy, Inclusion of Agriculture, Veterinary/Animal Husbandry, and Home Science, as well as the integration of Teaching, Research, and Extension. Subsequently, the Second National Education Commission (1964-66), chaired by Dr. D.S. Kothari, emphasized the necessity of establishing at least one Agricultural University in each Indian State.
In response to this recommendation, the Andhra Pradesh Agricultural University (APAU) was founded on June 12, 1964, in Hyderabad.
