The Radhakrishnan University Education Commission, established in 1949, highlighted the significance of imparting agricultural education through the establishment of rural universities. In 1954, an Indo-American team led by Dr. K.R. Damle, the Vice-President of ICAR, proposed the formation of a Rural University based on the land-grant model from the United States.
