Established in 1889, the Imperial Bacteriological Laboratory (IBL) in Pune was initially overseen by Dr. Alfred Lingard when he assumed charge in 1890. Recognizing the potential hazards of handling highly infectious micro-organisms and pathological materials within the densely populated city of Pune, it was decided to relocate the laboratory in 1893. The new site chosen was an isolated area amidst the dense conifer forest of Mukteswar in the Kumaon hills of the United Province, situated approximately 1500 meters above mean sea level. Given the severity of cattle plague, or rinderpest, during that era, the institute prioritized efforts to control this deadly disease.
